Policies and strategies

  • The National Policy on Hygiene and Sanitation (Politique Nationale d'Hygiène et d'Assainissement au Togo - PNHAT) and the National Policy on Drinking Water Supply and Sanitation in Rural and Peri-Urban Areas (Politique Nationale en Matière d’Approvisionnement en Eau Potable et d’Assainissement en Milieu Rural et Semi-Urbain - AEPA) are the two major policy documents specifically dealing with hygiene and sanitation in Togo.
  • The National Policy on Hygiene and Sanitation was elaborated in 2001 by the Ministry of Health. In order to address the problem of underfunding, the policy’s financing strategy envisages mobilizing resources from users, and creating a National Sanitation and Hygiene Fund. The fund hasn’t been established yet.
  • The National Policy on Drinking Water Supply and Sanitation in Rural and Peri-Urban Areas was released by the then Ministry of Mines, Energy and Water in 2006.
  • The coordination of the implementation of the policies will be carried out through the National Consultative Council of Hygiene and Sanitation (CCNHA), the National Committee of Hygiene and Sanitation (CNHA) and their corresponding institutions at the local level. However, these institutions haven’t been created yet.
  • Since May 2009, the Ministry of Health has initiated a process of reviewing the National Policy on Hygiene and Sanitation.

Institutions

  • Relevant ministries in the water and sanitation sector include the Ministry of Health (Ministère de la Santé), the Ministry of Water, Sanitation and Village Hydraulics (Ministère de l'Eau, de l'Assainissement et de l'Hydraulique Villageoise), and the Ministry of Urban Development and Housing (Ministère de l’Urbanisme et de l’Habitat). Their roles and responsibilities overlap as far as coordination of policy elaboration, regulation and control are concerned. Yet hygiene promotion falls mainly under the Ministry of Health.
  • The public Togolese Water Company (Togolaise des Eaux - TDE) has been contracted in 2004 by the government for a ten year agreement on water supply and wastewater in urban areas.
  • Coordination: In 2007, a WASH Coalition has been put in place, composed of members from ministerial departments in charge of health, water and finance, international NGOs, donors, the civil society and private sector.
