Elections of the WSSCC Steering Committee

A people-centered approach is the foundation upon which the Collaborative Council is built and this is reflected in its organisational structure. The Collaborative Council is a membership organisation and it relies on its diverse and actively-engaged membership body both to direct and to provide credibility for its work.

Collaborative Council members are eligible to stand and vote in elections for the Steering Committee, which provides direction to the whole organisation. The duties of the Steering Committee members are described in section 1.2 of the WSSCC governance document that can be found here.

Current Elections or By-elections

WSSCC is currently holding an election in order to fill seven Steering Committee seats:

  • Five regional seats: one representing Francophone Africa, one representing South Asia, one representing South East Asia, one representing Eastern and Central Europe / Western and Central Asia and one representing the Small Island Developing States
  • Two open seats: which are not geographically representative but are elected by all members.

The elected members will join the Steering Committee with immediate effect and will attend the next meeting which will be held in Istanbul after the World Water Forum on 24 and 25 March 2009. 

Who is eligible for nomination?

  • Any WSSCC member (except those who are staff  of WSSCC's active partner agencies or donors, for whom different electoral procedures apply) who is registered in the WSSCC membership database as resident in that region, or for an Open Seat is resident in any region as at 21st November 2008.
  • Any member (without any criminal case pending against them) is eligible to stand for election, provided that he/she does not have any contractual links with the WSSCC Secretariat.
  • Any member who is a primary resident of their region at the time of this election and during the period of tenure of the seat and who is not currently associated with an active partner agency.
  • A members can only be nominated in one category.
  • Any member with Proficiency in English, as the Steering Committee meetings are conducted in English. 
  • Any member with a valid email address as some Steering Committee work is undertaken by email, although this is kept to a minimum.

Nominations for Francophone Africa, South Asia, South East Asia, Eastern and Central Europe / Western and Central Asia and for the two open seats are now closed.

The deadline for the Small Island Developing States has been extended to 15 January.

How to nominate?
Self nomination is allowed. Nominees should complete the Nomination Form which will include a short statement about why the nominee would be a suitable Steering Committee member, that will be posted on the website. Nomination Forms can either be sent to the WSSCC by scanned email attachment to wsscc[at]who.int or by Fax to +41 22 917 8084, together with any supporting documents. Please note that the form must be signed by the nominee and at least two other WSSCC members from the SIDS who support his/her nomination.

WSSCC staff members are not allowed to support nomination.

Scrutiny of nominations
Please be advised that the process for acceptance of nominations includes a scrutiny of all nominations.  The Chair of WSSCC, supported by an Election Committee, will supervise the process. Please note that the decision of the Chair regarding nominations is final and cannot be challenged. After scrutiny, the nominees will be personally informed whether their nomination has been successful or not. Shortly thereafter a public announcement will be made on the WSSCC website.

Scrutiny of nominations: 16 - 18 December 2008
Announcement of Nominees: 19 December 2008
Voting starts: 20 December 2008
Voting closes: 19 January 2009
Announcement of results: 22 January 2009
Attendance at Steering Committee meeting: 24 & 25 March 2009

Who is entitled to vote?
All members of WSSCC except those who are currently associated with active partner agencies or donors, are entitled to vote. To find the list of the donors and partner agencies please refer to the members registration form here.

Voting will take place by secret ballot on a one member one vote system.  In each category, the candidate attaining the most votes will be elected.
