The Steering Committee is the governing body of WSSCC. It is composed of the WSSCC Chair, 12 elected partner or regional representatives, and various ex-officio members and invitees. The WSSCC Chair is appointed by the Steering Committee through a separate process.
The three partner representatives are elected by the members who work for WSSCC's current active partner agencies (as defined from time to time by the Chair). The constituency is sub-divided into two. Members who work for UN partner agencies are allowed one vote to elect one representative. Members who work for non-UN partner agencies are allowed two votes to elect two representatives. This sub-division is to satisfy WSSCC's host agency's legal requirement for UN representation on the Steering Committee at all times.
The nine regional representatives are elected by the members who live within their regional constituencies. WSSCC's regional constituencies are defined according to the human development index (HDI). Members who live in countries listed as very high or high HDI are allowed two votes for the two global seats. Members who live in countries listed as medium or low HDI are allowed one vote for their regional seat and two votes for the two global seats.
WSSCC's regional constituencies are:
- Global (2 seats)
- Small Island Developing States
- Latin America and the Caribbean
- South-Eastern and Eastern Asia
- Southern Asia
- Eastern and Central Europe, Western and Central Asia
- Eastern and Southern Africa*
- Middle, Northern and Western Africa*
* the two current Steering Committee members from Africa were elected under a previous constituency demarcation of Anglophone Africa and Francophone Africa.
