Funding for sanitation in Tanzania comes from four Ministries, a range of international donors, and community groups. This study found little movement towards finding sustainable funding solutions; coordination difficulties with Ministries; an emphasis on new building, not on rehabilitation; a need to use available and affordable technologies; and neglect in the choice of technology of the needs of special groups. It recommends that district plans should have clear sanitation and hygiene and budget lines. Hygiene should be given priority as it is the key to sustainable livelihoods.
