Research was conducted to investigate the government budgeting process for WASH, analyse the extent to which budgeted resources have been utilized and where the money has been spent, and to compare WASH sector budgets to other social and economic sectors. Among the findings: the budget is under resourced, underutilized, and overly ambitious, and the government should place a premium on health, sanitation, and hygiene as much as it prioritizes roads, food security, and safety.
