The provision of sanitation services is very poor in Ethiopia while rapid urbanization is occurring throughout the country, creating a need for these services. The Federal Ministry of Health (MoH) has set the target of achieving universal access to a toilet by 2012 and improving hygiene behaviour in the community. The MoH aims to achieve universal access to sanitation, promote hygiene, develop an environmental health strategic plan, distribute documents to improve urban sanitation, and build capacity for health officers and workers.
