The 1st IWA Development Congress was held in Mexico City from 15 to 19 November 2009 under the theme “Water and sanitation services: what works for developing countries”. This event brought together water and sanitation professionals from all levels of the service delivery chain, from water utilities to NGO practitioners, in order to facilitate communication and experience sharing.
WSSCC was present with an exhibition booth and its Steering Committee member representing Latin America, Dr. Edgar Quiroga, delivered a speech on the market and other innovative financing modalities for sanitation and hygiene work. By doing so he emphasized the importance of generating and then meeting demand for sanitation. Technical solutions are of course crucial to universal coverage, but without people’s willingness to participate and understand them, and without behaviour change to ensure
sustainability they will not achieve the goal of bringing lasting solutions.
