The International Year of Sanitation seminar on the theme of "Building Lives Through Improved Sanitation in Zimbabwe", held on 13 February 2008, concluded that safe sanitation is a basic human right fundamental to national development, and need to be prioritised. Following the seminar, a Communiqué was put together by all the stakeholders who attended the seminar. The signing ceremony of the Communiqué was held on 30 April 2008 at the Ministry of Water Resources and Infrastructural Development board room. The stakeholders committed themselves, among other things, to finalise the national sanitation policy spearheaded by the Ministry of Health and Child Welfare, resuscitating water and sanitation institutions at all levels and strengthening the capacity of all water supply and sanitation institutions, including local government structures at national and sub-national levels.
