Summary

Decades of effort and billions of dollars expended on water and sanitation have so far failed to bring more than a fraction of their expected benefits to the developing world. Did you hear that right? Were you listening? If you were you'd have heard that it's not just a question of resources. Indeed even a very significant increase in the funds available would be unlikely to bring the Millennium Development Goals (MDGs) within reach. WSSCC believes success will only be achieved by listening to and amplifying the voices of those who have felt the frustrations of failure, those who have helped pioneer the successes, and those who have lived and learned the lessons from both. That's why in this publication, we bring to an international audience the views of some of those who are too rarely heard in the international development debate – the practitioners who work directly with communities. The Water Supply and Sanitation Collaborative Council (WSSCC) is a global multi-stakeholder partnership and membership organization that works to save lives and improve livelihoods. It does so by enhancing collaboration among sector agencies and professionals who are working to provide sanitation to the 2.6 billion people without a clean, safe toilet, and the 884 million people without affordable, clean drinking water close at hand. Through its work, WSSCC contributes to the broader goals of poverty eradication, health and environmental improvement, gender equality and long-term social and economic development.
