Many community management projects have been small in scale and highly repetitive in the essential elements of mobilization, participation, needs assessment, willingness-to-pay surveys, capacity building and, eventually, project implementation. There is not enough time and resources to continue with this intensive approach to building new systems. The author suggests concentrating on scaling up the community management model to bring concurrent success to many communities at one time. This paper provides an introduction and overview of scaling up as well as looking at some of the work that is currently being done in the area. It also serves as an advocacy tool for promoting the scaling up of community management of rural water supply.
Since its foundation in 1968, the IRC International Water and Sanitation Centre (IRC) has facilitated the sharing, promotion and use of knowledge so that governments, professionals and organizations can better support poor men, women and children in developing countries to obtain water and sanitation services they will use and maintain. www.irc.nl
