Community management will be the predominant model for those striving to reach the goal of bringing sustainable water supplies to hundreds of millions of rural people in the next 10 years. This document sets out a framework for accelerating coverage in a way that will lead to sustainable water supply services. Two central planks of this framework are coverage of rural water services should be universal and the services should be sustainable. The paper includes the experiences of applying these principles in three countries and offers practical guidance to using the framework.
The Thematic Group consists of leading practitioners in the WASH sector, who have been working together since 2002 to address the key issues in scaling up. Its membership comprises IRC, Plan, RCAP, SKAT, Streams, Umgeni Water, UNICEF, UNDP, WaterAid, WEDC, the WSSCC and others. The Group has a range of documentation on the subject and actively seeks comments and input.
