This report, using evidence from research in Niger and northeast Brazil, aims to identify how the water sector can integrate climate change adaptation to benefit the most poor and vulnerable people. It draws on primary research at the community level and at policy and institutional reviews at the national level, to review how the changing climate impacts the way poor people manage their water resources. Climate variability is shown to have a real and lasting impact on how people manage their water resources.
