The GoU receives funding from UNOPS/WSSCC to support the Uganda Sanitation Fund (USF) Programme. The USF overall objective is to contribute to reduction of morbidity and mortality rates through improved sanitation and hygiene with a focus on building sustainable and improved sanitation and hygiene facilities, stopping open defecation and promoting handwashing with soap. The programme is implemented in 30 districts, largely located in the Teso, Lango and West Nile regions and is managed by the Ministry of Health.

The Ministry of Health wishes to engage the services of suitably qualified individuals to fill the following positions:

 

PROGRAMME MANAGER

Reports to:

Assistant Commissioner Environment Health

Job purpose

The Programme Manager shall provide leadership and technical oversight for the overall management of the Uganda Sanitation Fund (USF) programme.

Duties and responsibilities

The Programme Manager will be based at Ministry of Health Headquarters in Kampala and will perform the following duties:

  • Coordinate preparation of work plans and budgets for the programme
  • Supervision and monitoring implementing of programme outputs against set targets including management of USF financing modalities.
  • Submission of programme reports and proposals for review of the programme
  • Review district financial and technical reporting and advise on disbursement of funds to districts
  • Coordination of programme procurement activities
  • Coordination of capacity development activities for sub-grantees and programme employees for effective and efficient implementation of the programme
  • Design of strategies for improved programme implementation
  • Coordination of documentation of programme activities and sharing of experiences
  • Supervision of programme employees
  • Represent the programme in sanitation working groups, dialogue with donors, and thematic working groups

Contract duration

The Programme Manager shall be hired on contractual terms initially for a period of one year renewable upon achievement of set outputs and targets of the job.

Competences

  • Bachelor of Environmental Health Science Degree from a recognized institution plus a Masters Degree in Public Health or Environmental Health Sciences
  • Diploma in Public Administration, Human Resource Management, Financial Management or Project Planning and Management
  • Minimum of 10 years of working experience, three of which should be in a management position in an established organization
  • Minimum of one year experience in managing donor-funded projects
  • Good interpersonal and communication skills
  • Age: Not more than sixty years old
  • Officers already working with the Uganda Sanitation Fund or sub-grantees do not need to apply

COMMUNICATION AND LEARNING SPECIALIST

Reports to:

Programme Manager

Job purpose

To co-ordinate programme documentation, learning and information sharing

Duties

  • Documentation of lessons, case studies, activities for dissemination, sharing and for performance reporting
  • Support the programme in strategic learning events at relevant programme and sector events
  • Develop a programem communication strategy and monitor its implementation
  • Set up and update communication and information management systems (web-based information, newsletter, reports and publications, etc.)
  • To follow and analyze trends and new development in the sanitation and hygiene sub-sector and share with relevant programme stakeholders
  • Developing information products and lobbying materials for members and the other stakeholders
  • Support knowledge generation, consolidation and dissemination on sanitation and hygiene themes related to programme implementation, hygiene behavior change, effective monitoring, and sustainability
  • Liaise with the national and local media on information dissemination and advocacy messages
  • To act as the main point of contact, response coordinator and lead on sharing information, on programme developments

Contract duration:

The Communication and Learning Specialist shall be hired on contractual terms, intitially for a period of one year renewable upon achievement of set outputs and targets of the job.

Competencies

  • Bachelor’s degree in Mass Communication or Social Sciences
  • A minimum of 5 years of work experience in documentation or Public Relations
  • Knowledge of and experience in national and international media relations is essential
  • Excellent facilitation and communication skills
  • Must have strong writing skills

TECHNICAL ASSISTANT

Reports to:

Programme Manager

Job purpose

To provide technical support to the management of the USF Programme.

Duties

  • Facilitate Sub-grantees in the preparation of work plans
  • Carry out capacity building of sub-grantees and programme employees to meet the skills requirements for programme implementation and management
  • Conduct regular monitoring, appraisal and provide technical support to district
  • Review of Sub-grant reports and workplans and advise the Programme Manager on disbursement of funds to districts
  • Monitor programme implementation against set targets
  • Prepare progress reports as directed by the Programme Manager

Contract duration

The Technical Assistant shall be hired on contractual terms, initially for a period of one year renewable upon achievement of set outputs and targets of the job.

Competencies

  • Bachelor’s degree in Environmental Health sciences, Civil or Sanitary Engineering, Social sciences. Post-graduate training in any of the above fields will be an added advantage
  • Five years’ experience in sanitation and hygiene promotion in a reputable organization
  • Knowledge and experience of local government systems and planning processes
  • Ability to train the sub-grantees to develop workplans and budgets
  • Officers already working with the Uganda Sanitation Fund or sub-grantees do not need to apply
