The regional consultations held in June across India discussed forward planning to accelerate progress under the Clean India Mission
The Water Supply and Sanitation Collaborative Council (WSSCC) has released reports and recommendations following five consultative workshops held in June in association with the Ministry of Drinking Water and Sanitation in India for forward planning of Rapid Action Learning Units (RALU) under the Swachh Bharat Mission (Clean India Mission).
The regional consultative workshops for India’s 26 states were held from 21 to 30 June 2016 in Pune, Lucknow, Hyderabad, Mohali and Kolkata to discuss and develop a better understanding of RALU and how it might support learning and sharing to accelerate progress under the Swachh Bharat Mission (SBM) at different levels.
The Swachh Bharat Mission (Clean India Mission) was initiated in October 2014 by Prime Minister Narendra Modi for achieving open defecation free India by 2nd October 2019. The program introduced RALUs, which are proposed flexible units at the national, state and district levels conceived as a mechanism to advise on corrective actions and share knowledge to scale-up successful innovations, methods and approaches.
The WSSCC workshops were highly interactive using a variety of methods to reflect on what learning is needed, where and by whom in order to accelerate SBM achievements. Nearly 50 hours of consultations and 200 participants across 26 states were involved in the consultations.
Participants included District Magistrates, District Collectors, Zila Parishad Chairmen, CEOs; State SBM Coordinators, CCDU State Coordinators, WSSO Directors, Administrative Training Institutes and other academic institutes, District SBM Coordinators, Sarpanches, Natural Leaders, State level Non-Government or Civil Society Organizations and State Level Development Partners.
The report states the evidence that considerable learning and sharing is already taking place at various levels through both formal and informal methods, adding that the objective of learning under SBM is to accelerate sanitation results.
Some of the key recommendations for Rapid Learning and Sharing made during the workshops were that the entire process should be dynamic and rapid, so that it informs the implementation mechanism almost on a daily basis.
“In order to enable learning and sharing, it is crucial for strong leadership at every level to be invested in learning and un-learning, to break hierarchies, create an environment where learning is incentivized through recognition and develop robust internal communication processes,” the report says.
