Le plaidoyer en faveur du changement social, économique ou politique a toujours existé, sous différentes formes et dans toutes les sociétés. Au cours des dernières décennies, l’importance du plaidoyer dans l’introduction du changement social a été largement reconnue et les programmes formels de plaidoyer se sont multipliés, en particulier dans les programmes de développement. Leur objectif était de mettre en place ou de modifier des politiques et des lois, d’apporter des changements positifs au sein d’une organisation ou de générer un changement de comportement et d’attitude chez des personnes ou des communautés. L’arrivée d’Internet et des médias sociaux a contribué à la croissance des initiatives de plaidoyer en termes de taille, de fréquence et de portée.
