Editorial update (28 October 2016): Plan International, the GSF Executing Agency in Malawi, has conducted a thorough investigation of DAPP's activities, involving all relevant stakeholders. The investigation did not find any evidence of questionable organizational and management practices. Plan International will therefore continue to work with DAPP under the current contractual agreement, to improve sanitation and hygiene for the most vulnerable and marginalized people.

The Water Supply and Sanitation Collaborative Council (WSSCC) acknowledges the recent media coverage around Development Aid from People to People (DAPP) questioning DAPP’s organizational and management practices. DAPP is a non-profit organization working on sanitation activities related to WSSCC’s Global Sanitation Fund (GSF)-supported programme in Malawi. DAPP is a Sub-grantee of the designated GSF Executing Agency in Malawi, Plan International. DAPP is not contracted by, nor does it directly receive grants from WSSCC or its host agency the UN Office for Project Services (UNOPS). DAPP has denied that there has been any wrongdoing.
WSSCC/UNOPS has already taken appropriate action in this case and is working closely with Plan International to determine any additional measures.
WSSCC/UNOPS have zero tolerance for corruption and fraud (refer to the following pages on the UNOPS website: ‘Ethics’ and ‘Vendor Sanctions’). Furthermore, WSSCC has systems in place to ensure programmatic and financial monitoring and verification for all GSF-supported country programmes.
WSSCC will continue to promote transparency and accountability in its efforts to improve sanitation and hygiene for the most vulnerable and marginalized people.
