The Global Sanitation Fund-supported programme in Kenya

In light of the COVID-19 pandemic, WSSCC has provided the country’s  partners with guidance about reprogramming, allowing funds to be directed to preventing, delaying and containing COVID-19 in line with government and advice from the World Health Organization (WHO). More detailed country information can be found here.

During 2019, in bid to contribute to increasing resourcing, strengthening capacities, systems and coordination as well as collaboration; the programme continued to nurture the national and subnational momentum on sanitation and hygiene. This was done through active participation in the coordination platforms, collaboration with stakeholders in the counties and through advocacy. The Executing Agency resumed with its function as co-convener of the Sanitation Promotion Technical Working Group and also an active member of the Hygiene Promotion, WASH in schools, research & advocacy Technical Working Groups among others.

During the year, the programme not only achieved its intended targets but surpassed them often with high margins. During the year, 558 villages were certified ODF against an annual target of 300, translating into 391,870 people living in ODF certified villages.

These successes are attributable to an efficient programme structure that works with the oversight by the PCM, and monitoring support by the CPM as well as the day to day planning and technical review by a Technical Review Committee (TRC). Responsive, contextually applied behavior change approaches on sanitation and hygiene also contributed to the achievement of the intended objectives.

Within K-SHIP, capacity building is considered key for increasing the adoption of improved sanitation facilities and for the integration of EQND components in the implementation of the programme. During the year, the main strategy adopted for integrating EQND was through sanitation marketing, where artisans were trained and as a result, infrastructure developed to be responsive to different needs. In 2019, 226 Village Sanitation Committees (VSCs) and Public Health Officers (PHOs) were trained and oriented on sanitation marketing.

2019 also saw the achievement of a big landmark in policy development as in November, the Menstrual Hygiene Management (MHM) policy was approved by the cabinet. WSSCC assisted the development of this stand-alone, inclusive national MHM policy, designed to complement other sector policies, including the Environmental Sanitation and Hygiene Policy (2016-2030). This involved inter-sectoral dialogue, including to secure Cabinet approval; inclusive consultations, technical guidance, content development, and capacity building to facilitate implementation approaches.

Challenges and future direction

Insufficient resource allocation at the county level is the main challenge to meeting the sanitation and hygiene goals, as it hinders both acceleration and implementation at the scale required. Experience has shown that when resources are allocated in the budgets, they are not necessarily utilized. This calls for K-SHIP’s continuous strategic advocacy, in particular, for budget advocacy, both at the national and the sub-national levels. In 2020, the programme is taking on ambitious targets in order to help the country achieve its objective of reaching ODF by 2020, as well as in part, to strengthen the counties systems to implement at countywide scale. Hence, K-SHIP will focus on supporting county Governments in taking up continued leadership and scaling up activities beyond the sub-county level, to work across full counties. One of WSSCC priorities for country engagement will be to ensure that the principles of Equality and Non-Discrimination (EQND) and Leave No One Behind (LNOB) are fully reflected in county policies, strategies, action plans and budgets.
