Third Call for GSF Sanitation proposals - Malawi



The Government of Malawi (GoM) is in the process of implementing an Accelerated Hygiene Practices Project with grant financing amounting to USD 5 million from the Global Sanitation Fund (GSF). GSF is a pooled global fund established to gather and direct finance to help large numbers of poor people to attain safe sanitation services and adopt good hygiene practices. The Global Sanitation Fund, created by the Water Supply and Sanitation Collaborative Council (WSSCC), aims to support efforts by various Governments to ensure that more people attain sustainable access to basic sanitation and adopt good hygiene practices.

2. The overall objective of the GSF programme in Malawi is to reduce open defecation, increase access to improved sanitation and ensure that people adopt and use safe hygiene practices. The programme will enable the Government of Malawi attain its vision of ensuring “Sanitation for All in Malawi” thus contributing towards the agreed national targets and the Millennium Development Goals. The programme is being implemented in six (6) of the twenty eight (28) districts in Malawi. These are Rumphi, Nkhotakota, Ntchisi, Phalombe, Balaka and Chikhwawa districts.

3. The programme has five major components namely:-
• Decrease in open defecation and increased use of improved sanitation and hygiene in rural areas with lowest baseline and investment
• Sanitation and Hygiene Campaigns
• Capacity Development for Government, CSOs (local NGO, CBO) and Private Sector in Hygiene and Sanitation
• Support in Planning of Implementation of Hygiene Promotion and Sanitation Activities at District level.
• Lessons learnt from GSF programmes contribute to improved programming in hygiene and sanitation (coordination, scaling up and quality)

4. In Malawi WSSCC appointed Plan International as the Executing Agency.  The GSF programme has been under implementation for two years now and a need has arisen to increase the number of sub grantees in Rumphi district in order to increase coverage and meet the programme’s targets for the district. 

5. Plan Malawi therefore invites sanitation proposals from potential non-governmental organizations (NGOs) or firms for Rumphi district.
